About Tawasul
Tawasul means connection. That is the whole argument.
The UAE has strong institutions working on national talent. What has been missing is the connective tissue between them — a shared journey, shared evidence and shared outcomes that hold from a person's first sense of direction to their progression years into a career.

Tawasul Talent is an Emirati talent development and employment ecosystem. It supports the individual from self-discovery through capability building, applied experience, mentoring, employer access, placement, onboarding and continued career growth. For employers, it provides a managed pipeline of assessed and better-evidenced talent, together with the support required to turn hiring into performance and retention.
If Tawasul succeeds, Emiratisation becomes more than an obligation or a placement statistic. It becomes an engine of individual agency, organisational capability and national competitiveness.

These are written down because they are the things that get quietly traded away when an organisation is under pressure to show volume.

How we work
Human relationships, supported by technology
Technology should make the journey easier to navigate, evidence easier to trust and support easier to scale. It should not remove the human relationships at the centre of career development.
The platform layer combines participant profiles, assessments, learning records, portfolios, mentor interactions, employer demand, opportunities, matching, case management and longitudinal outcomes — with consent, privacy and governance applied throughout.

How decisions and data are held
- Data minimisation
- We collect what a defined purpose requires, and we say what that purpose is.
- Consent for evidence
- Participant work, stories and outcomes are published only with recorded consent, which can be withdrawn.
- Explainable recommendations
- Where AI informs matching or guidance, the reasoning can be explained to the person affected.
- Human oversight
- High-impact decisions are not made by a model alone.
- Bias review
- Models and assessments are checked for bias, because a matching system trained on past hiring will reproduce past exclusion.
- Published methodology
- Every measure we report carries a definition, so the number can be argued with.
Claims policy
What we will and will not say on this website
This site distinguishes between official facts, strategic interpretation and Tawasul's own measures. Official policy and workforce figures are dated and linked to their source, and reviewed at least quarterly because Emiratisation rules and programmes change.
Claims about candidate or employer behaviour are not quantified before our research supports them. Until then we describe the pattern rather than inventing a percentage. Where we are not yet able to prove something, the Impact page says so directly.
